Notice

The regular meetings of the Noise Advisory Board will remain meeting as needed until June 30, 2027, unless noticed otherwise.  This page will be updated as new information becomes available. Special meetings may occur if a board needs to meet regarding Helene-related or pressing matters. 

General Information

The mission of the Noise Advisory Board (NAB) is to evaluate the effectiveness of the revised ordinance regarding noise regulation and related City policies with the goal of developing recommendations regarding amendments, additions, or deletions. The NAB will also evaluate the effectiveness of enforcement of the ordinance in regards to response times, compliance rates, distribution of complaints, and ensuring equitable outcomes. We will propose long-term objectives for achieving reduced levels of sound for our business and residential communities and propose means for implementing such objectives.

The Board shall have the following duties and responsibilities, with others to be determined by the City Council. Enabling Ordinance No. 4390 provides that the Board shall meet and may perform the following advisory functions:

  • Evaluate the effectiveness of Chapter 10, Article IV. – Noise Regulation of the City of Asheville Code of Ordinances and related city policies with the goal of developing recommendations regarding amendments, additions, or deletions.
  • Evaluate the effectiveness of enforcement of Chapter 10, Article IV. – Noise Regulation, including but not limited to response times, compliance rates, distribution of complaints, and ensuring equitable outcomes.
  • Propose long-term objectives for achieving reduction of sound levels in the community, and propose means for implementing such objectives.

Membership

The Noise Advisory Board consists of seven members appointed by City Council:

  • Three city residents representing different geographic areas of the city
  • One representative of the performing arts
  • One representative of the restaurant industry
  • One representative of the industrial or construction industry
  • One professional in acoustic engineering or a related field
  • The Noise Control Administrator serves as a nonvoting member

Members of the commission shall be appointed for three-year terms. Notwithstanding the foregoing, all members appointed by the Asheville City Council shall serve at the pleasure of Council, and may be removed at any time with or without cause.

Regular Meeting Schedule

The regular meetings of the Noise Advisory Board will remain meeting as needed until June 30, 2027, unless noticed otherwise. 

Members of boards that are meeting on an as-needed basis have the following pathways to propose new tasks that have not been directed by City Council:

  • Ask their board’s representative on the Helene Recovery Boards to present the idea to their respective Recovery Board.

  • Communicate the idea to a Council Committee.

  • Communicate the idea to City Council.

  • Ask their board chair to present the idea to the department director who provides support to their board (e.g., Urban Forestry Master Plan, Arts & Culture Plan, Home Repair, Resilience Hubs, etc
