Helene Infrastructure Recovery Board

General Information

The Infrastructure Recovery Board will serve these functions:

  • Provides input to City Council on policy recommendations that promote the strategic rebuild of damaged infrastructure with a focus on long-term resilience.
  • Provides input to City Council on policy recommendations that improve water system resilience, flood management, and stormwater infrastructure to reduce future risks. 
  • Provides input to City Council on recovery plans for the city’s parks, greenway and recreation infrastructure, prioritizing identified large projects while also providing input on long-term resilience measures and park enhancements.
  • Supports City Council by leveraging potential partnerships and funding programs that promote resilient and sustainable infrastructure investments through each member’s respective networks.

Membership

 The Infrastructure Recovery Board shall be constituted as follows:

  • Shall have no more than 11 members
  • Up to seven members shall be appointed from existing chairs, vice chairs, or their designees of current boards and commissions (listed below)
  • Four to five remaining Members shall be appointed by the City Council at large

Advisory Board Membership Appointments: Asheville-Buncombe Riverfront Commission, Community Entertainment Facilities Commission, Multimodal Transportation Commission, Public Art & Cultural Commission, Sustainability Advisory Committee, Urban Forestry Commission

All members’ terms shall end on June 30, 2027, unless modified by City Council. All members shall serve at the pleasure of Council, and may be removed at any time with or without cause.

Regular Meeting Schedule

The Infrastructure Helene Recovery Board will meet from 10:30 a.m.- 12:00 p.m. on the first Tuesday of every other month, beginning in January, in the first-floor conference room of City Hall (70 Court Plaza). Meetings will be held in a hybrid format.

Public Comment:

  • Call-In Public Comments: Comments will be limited to 3 minutes. Comments can be made in advance or during the meeting by calling (855)-925-2801 and entering the meeting code: 2535.
  • Written Public Comments: Pre-submitted written public comments may be emailed to infrastructureboard@publicinput.com (closes at 5:00 p.m. the day before the meeting).
  • In-Person Comments: Comments will be limited to 3 minutes for individuals and 10 minutes for a group’s primary spokesperson (requires three individuals to cede their time to a fourth person – all four people must be present at the meeting).
