What we do Last updated or reviewed on April 13, 2026 The Development Services Department (DSD) helps build a safer Asheville and helps our local economy grow. We give out permits, check building safety, and keep records. We are here to guide you through every step of your building project. The DSD Permit Application Center (PAC) is located at 161 S. Charlotte St. and open to the public on Monday to Friday from 8:30 am until 5:00 pm. We are closed on public holidays. Applications and payments received after 4:30 pm will be processed on the next business day.
