DSD’s Permit Application Center (PAC) is located at 161 South Charlotte Street and open Monday to Friday from 8:30 am – 5:00 pm (closed on public holidays). Customers can also contact Permit Application Center or 828-259-5846 with questions about residential permits.

Notice:  permit applications and application packages must be complete before submitting to DSD. Incompleteness will add time to the review and approval process. Plans and documents sized larger than 11″ x 17″ should be submitted in digital .PDF format through the Development Portal or on a thumb drive.

Before beginning an application, please check to confirm that your property is located in the City of Asheville’s permitting jurisdiction.
