Homestays and Short Term Rental Violations Last updated or reviewed on April 13, 2026 A homestay is when you rent out part of your home while you are living there. To get a permit, you must meet these four rules: Location: Your home must be in a residential zone. Living there: You must live in the house or apartment full-time. Room Limit: You can only rent out one or two bedrooms. Stay Length: Guests must stay for less than 30 days at a time. Short-Term Vacation Rentals (STVR) If you rent out an entire house or apartment for less than a month, it is called a Short-Term Vacation Rental (STVR). Note: STVRs are only allowed in the Resort Zoning District. How to Report a Problem If you have a complaint about a homestay or an STVR, use the Asheville App to notify the Compliance Division. When we respond: Staff works Monday through Friday, 8:30 am to 5:00 pm (closed on public holidays).
