Plans Last updated or reviewed on December 3, 2025 Comprehensive Plan In June 2018, the Asheville City Council adopted a new comprehensive plan. The new plan called Living Asheville: A Comprehensive Plan for Our Future includes goals and strategies to help the city achieve its long term aspirations and will be used to guide the city’s long-term development. Living Asheville – Adopted June 2018 Small Area Plans To complement the comprehensive plan for the city and to focus on specific areas of need, the city and communities have prepared a number of small area plans over the past several years. Sample small area plan streetscape rendering Historic Preservation Master Plan Historic Preservation Master Plan – Adopted September 2015 Flood Assessment Report This report, prepared by the City of Asheville’s Department of Planning & Urban Design in 2025, addresses flood-related challenges in Asheville’s floodplains, particularly those of the French Broad and Swannanoa Rivers. The document synthesizes historical studies, case studies, and current policies to guide decision-makers in implementing strategies to mitigate flooding impacts, protect natural ecosystems, and support economic and social development.
