HOME-ARP Last updated or reviewed on August 31, 2026 News City of Asheville Public Notice: Proposed Substantial Amendment to the HOME-ARP Allocation Plan The City of Asheville is proposing a substantial amendment to the HOME American Rescue Plan (HOME-ARP) Allocation Plan . The City will be taking public comment from August 31, 2026 – October 2nd, 2026. The City’s Community Development Division, in collaboration with the Asheville Regional Housing Consortium, developed the HOME-ARP Allocation Plan, which guides the allocation of funds aimed at mitigating homelessness and fulfilling regional housing needs. The proposed substantial amendment revises the HOME-ARP Allocation Plan to add preferences and referral methods designed to address the increased need for housing assistance following Hurricane Helene. The amendment establishes a preference for individuals and families experiencing homelessness, including those experiencing homelessness for the first time as a result of Hurricane Helene, and incorporates the Coordinated Entry system and other eligible referral sources to ensure assistance is targeted to households with the greatest need. The proposed amendment is available on the Community Development website. Printed copies are available upon request. Comments will be received via email to the Community Development team. Written comment must be received no later than 5:00 p.m. on October 2nd, 2026. Comment can also be mailed to: City of Asheville Community Development Division, 5th Floor P.O. The HOME-ARP program provides funding to HOME Participating Jurisdictions (PJs) to reduce homelessness and increase housing stability across the country. The program operates similarly to the HOME program in that projects are eligible for funding across the whole Asheville Regional Housing Consortium (ARHC) area: Madison, Buncombe, Henderson, and Transylvania Counties. The ARHC was awarded $4,706,922 in HOME-ARP funds as part of the American Rescue Plan Act, though they are technically not “ARPA” funds. The Allocation Plan identified two strategies for making investments with the awarded $4,706,922: Development of Affordable Rental Housing ($3,001,943) Including new construction and substantial rehabilitation Supportive Services ($1,000,000) Focus on mental health and substance abuse services Opportunity for rental assistance support as well Administration and Planning ($704,979) City of Asheville staff salaries, professional services, planning services Who are the intended beneficiaries of HOME-ARP? HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations (QPs): Homeless At-risk of homelessness Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking Veterans and families that include a veteran family member that meet one of the preceding criteria. NOTE: At least 70% of HOME-ARP assisted units must be restricted for QPS. Up to 30% of HOME-ARP assisted units may be restricted for non-QP low-income households. Documents The HOME-ARP Allocation Plan includes a summary of the consultation activities in developing the plan, a description of the qualified populations (QPs), an assessment of unmet needs and service gaps for the QPs, and a summary of the planned uses of the program funds for eligible activities.
