Located in West End Clingman Avenue Neighborhood (WECAN), Owens-Bell Park features a paved walking path, wetland pools, covered pavilion with benches, heritage plants, and historic granite curbstones removed from Park Avenue and Jefferson Drive during sidewalk installations.
