AVL Shares Space outdoor expansion to continue through 2021

The City of Asheville’s AVL Shares Space temporary outdoor expansion initiatives launched in the spring 2020 to support safe business operations and customer access in alignment with COVID-19 public health guidelines. 

 

In fall 2020, the City extended these temporary initiatives to align with the Local State of NC Emergency issued by Buncombe County and the City of Asheville. The new and final timeline aims to continue supporting local economic recovery through 2021, provide predictability for participants and respond to ongoing feedback. 

The following dates will apply:

 

Public sidewalk and private parking lots/landscape areas:

  • Authorized businesses may continue to use these spaces through January 3, 2022.
  • November 1, 2021: 2022 permit application process opens for public sidewalk dining.
    • Public sidewalk use will require an encroachment agreement, annual permitting and fees in 2022.
    • Private parking lot use must return to originally permitted pre-pandemic site conditions in 2022.
    • Private landscape use will require commercial permit(s) and fees in 2022.

Parklets (on-street parking spaces): 

  • Authorized businesses may continue to use parklet spaces through January 3, 2022.
  • July 2, 2021: Deadline for new elevated parklet applications.
  • January 4, 2022: Deadline for dismantling and returning parklets to public parking use.
  • 2022: The City intends to initiate the development of a longer-term parklet program through a process that will include community engagement.  

 

Shared Streets (Wall Street, The Block and South Slope):

  • Authorized businesses may continue to use these spaces through January 3, 2022.
  • Through 2021: The City will continue to engage with Shared Street businesses on longer-term possibilities for on-street parking in these corridors.
  • November 1, 2021: 2022 encroachment permit application process opens.
    • Any continued use of these spaces will require an encroachment agreement, annually permitting and fees in 2022

 

A-Frame Signs and Temporary Signage:

  • July 1, 2021: Permit fees will apply for new annual A-Frame sign permit applications.

 

Temporary Use Permits:

  • July 1, 2021: Permit fees will apply for new temporary use permit applications.

 

10-Minute Curbside Pick-up Zones:

  • Curbside pick-up zones are being evaluated and may return to paid parking where applicable after Labor Day.
