City of Asheville to open an application cycle for $3M under the HOME – American Rescue Plan Program for Affordable Rental Construction

The City of Asheville’s Community and Economic Development (CED) team will post applications for HOME-American Rescue Plan (HOME-ARP) funding on March 16, 2026. The Notice of Funding Opportunity (NOFO) will remain open starting Monday, March 16, until Friday, May 15.

The Asheville Regional Housing Consortium was awarded $4,706,922 in federal HOME-ARP funds from the U.S. Department of Housing and Urban Development (HUD). The City of Asheville administers these funds on behalf of the consortium. Of the total award, $3 million is being made available through this NOFO to support affordable housing that primarily serves individuals and families experiencing or at risk of homelessness. 

The ARHC is a multi-county cooperative body established to pool resources and coordinate housing strategies. The Consortium consists of Madison, Buncombe, Henderson, and Transylvania Counties.

NOFO Information

To ensure proposed projects align with the broader community-wide strategy for addressing homelessness, all applicants must obtain and submit a letter of support from the local Continuum of Care (CoC) as part of their application package.

Application Process and Timeline

The program application and award process will follow these key dates:

  • Application opens: Monday, March 16, 2026
  • Application Submission Deadline: Friday, May 15, 2026 
  • Applications must be submitted to our application portal
  • Proposal Review and Recommendations: June- July 2026
