Private Property

Planning an outdoor event on private property in Asheville begins here. This section is for organized activities proposed on privately owned sites where temporary uses, larger attendance, temporary structures, food or beverage service, sound impacts, or other event-related operations may require City review. Use the pages below to understand when permitting may be required, what to prepare, and what health, safety, and operational requirements may apply. Event Planning

Learn when a permit may be needed, what activities on private property trigger review, what to prepare before applying, and what to consider as you begin planning. Temporary use permitting may apply when your event involves more than 49 people in a manner inconsistent with normal property use, or when it includes temporary structures, generators, mobile vending units, fireworks, pyrotechnics, or open flame activity.

Permit Applications

Find application information, required attachments, site plan expectations, deadlines, and the additional permits or approvals that may be needed based on your event setup. Applications must be submitted no later than 21 days before the event and must include core supporting materials such as a site plan, proof of ownership or permission, contractor and vendor information, and an Emergency Action Plan.

Public Safety

Review safety planning expectations related to emergency action planning, medical support, law enforcement, crowd managers, emergency access, temporary structures, and fire-sensitive activities. You are responsible for providing a safe and secure environment, and additional requirements may apply depending on your event layout, attendance, and operations.

Health & Food

Find requirements related to temporary food vendors, mobile food units, alcohol service, power and potable water, open flame cooking, sanitation, vendor registration, and outside-agency coordination. If your event includes food or beverage operations, you may need approvals not only from the City but also from Buncombe County Environmental Health and NC ABC.
