Parks begin to reopen

After closing three weeks ago following a series of massively destructive storms, some Asheville parks are ready to safely welcome community members back to explore, connect, and discover. As of this morning, Asheville Parks & Recreation (APR) crews have reopened 32 parks and continue to clear debris, examine playgrounds and other equipment, survey playing fields, and take other actions to open more locations. City recreation centers remain closed except for Asheville Parks and Recreation after school programs.


Sanitation

City of Asheville sanitation crews began seasonal leaf collection on Monday, October 28. The City encourages the community to consider waiting as long as possible to set out leaves for collection to allow for storm debris prioritization, or alternatively to backyard compost. Free leaf collection bags are being offered for pick up at the following Asheville Fire Department stations:

  • 37 E Larchmont
  • 904 Tunnel Rd
  • 749 Fairview Rd
  • 1903 Haywood Rd
  • 7 Rocky Ridge Rd

The City has resumed collection of household trash & recycling on a regular schedule. Trash should be placed in the trash container and recycling should be placed in recycling containers. Bus Service & Parking

ART bus services have resumed regular scheduled hours for most bus routes. The N2, 170 and WE1 Eastbound routes will resume with modifications. Buses are no longer offering flag stop service. ART bus service will continue to be free of charge to all community members until further notice.

Supplemental Shelter Transportation Continues
Shuttle service will continue to operate between the WNC Ag Center and the American Red Cross shelters, providing transportation to designated areas for residents. A dedicated vehicle will serve these shelters, ensuring reliable access to essential destinations.

Parking is currently free in all city garages and on-street parking spaces until further notice. If you require long-term parking, please use one of the City garages to help keep on-street parking available for short-term visitors, and only park in designated accessible parking spaces if you have a placard. These simple gestures can greatly assist our small businesses as they recover and work to help restore our local economy.


Asheville Police Department

Asheville Fire Department

AFD continues efforts in heavily affected areas and canvassing neighborhoods for needs. For those needing medical assistance or for those who cannot call 911, each fire station will have a firefighter available 24/7. AFD continues to receive assistance from outside fire department agencies from across the state. Burning yard waste and debris is not allowed within city limits due to many safety concerns.

Development Services

The Development Services Department will be set up to receive and issue permits for structures and buildings that have received storm damage. Permit fees will be waived for removal and repair permits. Emergency permits will be fast tracked.

TS Helene Emergency Permits are available from our website at Develop.Ashevillenc.gov

  • Permits are intended to allow immediate removal of storm damage related items and reconstruction to pre-storm conditions.
  • Permit fees are waived.
  • Permits are issued as quickly as possible but at least within 24 hours

Phase 2 of Building Damage Assessment is complete. Phase 2 gives a more detailed, 360 degree assessment of structures that received storm related damage. The Building Damage Assessment includes the posting of buildings with Green, Yellow and Red paper tags.

  • Green indicates there was Storm Related Damage to a building and occupancy can be immediately re-established.
  • Yellow indicates that there are damaged areas of the building that should be avoided but the building is occupiable within the safe parts of the building.
  • Red indicates that the building is unsafe to occupy, but does not indicate a Condemnation or an order of Demolition.

Buildings that did not receive storm related damage did not receive a tag or documentation from Development Services, and may operate your business as usual.

The assessment looked at residential and commercial structures and are as follows: 

  • 908 structures passed inspection and are safe to occupy
  • 409 structures have damaged areas of the building that should be avoided but the building is occupiable within the safe parts of the building.
  • And 182 structures are unsafe to occupy

Boards and Commissions

All advisory and quasi-judicial boards staffed by City employees and all Council Committees will be suspended until at least January 1, 2025. Exceptions will be granted on a case-by-case basis if a board or commission needs to meet to discuss time-sensitive or storm-related items. Please consult with your staff liaison if you feel that your board has an upcoming meeting that meets the criteria for an exception.
