Budget and Financial Reporting Division


The Budget and Financial Reporting Division consists of two sections – the Office of Management and Budget and Financial Reporting. The Office of Management and Budget plans, prepares and monitors the City's operating and capital budgets; reviews the efficiency of City activities and provides assistance to other departments in management, planning and evaluation. The Financial Reporting section maintains and preserves the City's financial records and delivers support and other services to City departments. This is accomplished by adhering to state statutes, federal mandates, governmental accounting standards, financial accounting standards and generally accepted accounting principles.

Division Responsibilities

The Office of Management and Budget coordinates with departments on performance measures as a part of the budget process. The Office of Management and Budget also coordinates the city's participation in the North Carolina Local Government Performance Measurement Process. This office also prepares and monitors the Annual Operating Budget and the city's six-year Capital Improvements Program, and performs fees and charges studies and updates. The Office of Management and Budget serves as a public resource to provide information to citizens on budget issues and taxes. The Financial Reporting section manages the City's financial reporting, general ledger, grant compliance and reporting, and fixed asset system.

FY 2018-2019 tax rates for Asheville citizens are:

City tax rate: 42.89 cents per $100 of assessed valuation.
County tax rate: 52.9 cents per $100 of assessed valuation.
City School tax rate: 12 cents per $100 of assessed valuation.
Not all City of Asheville residents pay the City School tax.
