Happening Now

  • Construction fencing and barriers are set up.
  • Construction equipment and materials are being brought in.
  • Temporary waiting room and restroom trailers will be used starting on Tuesday, September 17 while the interior of the facility is being renovated
  • A temporary ADA ramp will be installed on Monday, September 16 where 170/N3 currently board. After September 16, boarding for these buses will be on Asheland Avenue.

Timeline

February 2018 – December 2018 – Design

Winter 2019 – Bidding and Contracting

Late August 2019 – Construction begins

  • Phase 1 – August to October 2019 – Interior of building to be renovated (new restrooms, waiting area, etc.)
  • Phase 2 & 3 – October to December 2019 – Platform renovations (new lighting, electrical, benches and trash cans, painting, etc.)
  • Phase 4 – January 2020 – Sidewalk and curb ramp reconstruction

 


 

Funding

Funds to pay for this Capital Improvements Project were allocated in the Adopted Fiscal Year 2019-2020 Budget and are separate from the Transit Master Plan year-one implementation budget. At their July 23 meeting, City Council authorized a budget amendment of $1.08 million to fund the second phase of the ART Transit Facility Renovation Project. Funding includes $214,000 from the Federal Transportation Administration and the rest comes from the City’s assigned fund balance.

 


Background

On March 28, 2017, the Asheville City Council directed staff to proceed with a design to improve the ART Transit Center. The project is based on a recommendation from the 2009 Transit Master Plan for Near-Term Enhancements. The size, shape, location and budget are the predominant factors influencing the scope of the project.

 

The project includes:

  • Improving the passenger experience by updating digital displays, adding new lighting fixtures,  upgrading Wifi access, refreshed paint, renovating restrooms, and renovating the passenger waiting area.
  • Improving building performance and energy efficiency of facilities by replacing outdated mechanical equipment, using more robust fixtures and equipment, increasing compliance with current Energy Code standards, and upgrading outdoor lighting fixtures.
  • The project will also include a “Photovoltaic Array” (Solar Panels). 180 solar panels will be installed on the south facing side of the passenger canopy to create a system is designed for 64.8 kilowatts (kW), and estimated to produce 90,630 kW hours of electricity per year. For perspective, this would provide enough electricity to power about 7 homes.
