Old Toll Road Landslide Repair Happening Now At their October 22 meeting, Asheville City Council approved a construction contract with B.H. Graning Landscapes Inc. for repairs on Old Toll Road. This construction is expected to begin in November. Background An April 19, 2019, landslide on Town Mountain damaged Old Toll Road, making it impassable. This was caused by approximately 3inches of rain that fell in a short period of time. This intense rain generated development of an “ephemeral springs” under the road and ultimately caused the slope to fail. In the process, much of Old Toll Road was destroyed and large amounts of debris deposited on private property. Immediate steps were taken to close Old Toll Road and minimize the amount of surface water that could continue to erode an already compromised slope. City staff then contacted Bunnell Lammons Engineering for the design of the repair. City staff also established a detour for the closure, which is around Crestwood Road. Timeline A repair plan should be in place in July. At that point contract documents will be prepared. Anticipated advertisement of the construction contract will be by late July. Assuming the City receives responsive responsible bids staff could target the last City Council meeting in August or the first in September to execute the contract. At that point, we can give the contractor notice to proceed on what should be an approximate 90-day repair contract. Our goal would be to have Old Toll Road re-opened to traffic by the end of year. The major hurdle to this goal would be the lack of appropriate temperatures required for the paving work to finish the project.
