Consolidated Strategic Housing & Community Development Plan and Annual Action Plans
The City of Asheville receives annual federal grants under two programs: the Community Development Block Grant program (CDBG) and the HOME Investment Partnerships Act Program (HOME). Together, these programs bring about $3,000,000 a year into our area to provide affordable housing, economic opportunities and other benefits for low-income people in Asheville and surrounding counties of Buncombe, Henderson, Madison and Transylvania.
The city has developed plans for the use of these funds.
Every five years, the City of Asheville prepares a “Consolidated Strategic Housing and Community Development Plan.” The purpose of the plan is to examine the needs and priorities for housing and community development activities for the next five years, and establish the strategies to be pursued and performance targets to be achieved through federal Community Development Block Grant (CDBG) and HOME Partnership Act (HOME) funded activities.

Every November the city starts the process of preparing a new Annual Action Plan. The Action Plan describes in detail how CDBG and HOME funds are to be used over the next 12 months.
CDBG and HOME applications are submitted to the City of Asheville Community Development Division in February. Staff review and anylyze applications. In March, the Asheville Regional Housing Consortium Board hears HOME applicant presentations of their proposals; and the Asheville City Council Housing and Community Development Committee heard CDBG applicant presentations. These advisory bodies make funding recommendations to the Asheville City Council. Those recommendations are published, and public comment is solicited in public hearings. The Asheville City Council acts on those recommendations in April or May, and the Annual Action Plan is submitted to the US Department of Housing and Urban Development (HUD) in May. Upon HUD's approval of the Annual Action Plan, the City of Asheville enters into contracts with the funded organizations, and projects commence.
