Planning & Development Department

Mission
The City of Asheville Planning and Development Department is dedicated to providing sound, professional land use guidance as well as the highest level of technical and customer service to achieve safe and healthy residential neighborhoods and sustained economic growth. The department promotes the orderly, harmonious use of land and improved quality of life for Asheville's diverse community and future generations.

About the Department
The Planning Services Division of the department encourages quality growth and development throughout the City and is involved with Site Plan and Subdivision Review, Rezoning Analysis, Code Enforcement and Historic Preservation as well as Comprehensive and Small Area Planning.

The Community Development Division administers HUD funded programs for Asheville and for a four county consortium, consisting of Buncombe, Henderson, Transylvania and Madison Counties. These programs provide affordable housing, economic opportunities and other benefits for low-income residents.
