Stormwater Services provides comprehensive management of Asheville’s public storm drainage system. The fee included on your utility bill funds Strategic Initiatives. The fee is based on the amount of impervious, or hard, surface area on a property. Rooftops, driveways, parking lots (paved and gravel), streets, and sidewalks are examples of impervious surfaces.
Single Family Residential Fees - Single family properties currently pay a basic, flat rate of $28.08 per year. Single-family property owners are billed $4.68 bi-monthly on the Combined Utility Bill.
Non-Single Family/Commercial/Non-Residential Fees – Commercial, industrial, non-profit, multi-family and non-residential properties (such as parking lots) pay a fee based on the amount of impervious surface on their parcel. Commercial property owners are charged $2.34 per month for every 2,442 square feet of impervious surface. Non-Single Family, Commercial, and Non-Residential property owners are billed one-sixth of their annual rate on each bi-monthly Combined Utility Bill.
Property owners not serviced by City of Asheville Water or Metropolitan Sewage District - An individual stormwater utility bill will be generated and sent to the property owner.
Non-Single Family, Commercial, and Non-Residential properties may apply for credits to their stormwater bill by implementing best management practices that improve stormwater runoff quality above and beyond the minimum requirements.
