FINANCE AND MANAGEMENT SERVICES

Mission

In a spirit of excellence, integrity, and dedication to service, the Finance Department is committed to providing timely, accurate, clear and complete information and support to other city departments, citizens, and the community at large while supporting the strategic goals and objectives of City Council.

About the Department

The Finance Department is responsible for providing accurate and timely information regarding the city's financial affairs while adhering to the principles of leadership, customer service, quality, integrity, teamwork and collaboration. The department encourages the personal and professional growth of its employees, and to this end, provides excellence to its customers.

Accounting Services

Accounting Services is made up of three seperate divisions; Disbursement Services, Treasury Services and Financial Reporting Services. A brief description and a list of duties for each division can be found below.

Disbursement Services Division

The Disbursement Services Division maintains and preserves the City's financial records and delivers support and other services to City staff and outside vendors. This is accomplished by adhering to state statutes, federal mandates and following generally accepted accounting principles. A brief listing of the responsibilities of the division are as follows:

  • All payroll related functions.
  • Manage all central accounts payable activities.
  • Manage the Purchase Card Program.

Treasury Services Division

The Treasury Services Division is responsible for management of the City’s cash, investment and debt portfolios in compliance to NC State Statutes, federal requirements and generally accepted accounting principles. A brief listing of the responsibilities of the division are as follows:

  • Management of the City’s central banking account relationships
  • Maintenance of the City’s debt portfolio
  • Preparation of miscellaneous billing items, including annual business License renewals

Financial Reporting Division

The Financial Reporting Division maintains and preserves the City's financial records and delivers support and other services to City staff and outside agencies. This is accomplished by adhering to state statutes, federal mandates, governmental accounting standards, financial accounting standards and generally accepted accounting principles. A brief listing of the responsibilities of the division are as follows:

  • Management of the City's financial reporting
  • Management of the general ledger
  • Management of fixed asset system
  • Management of grant compliance and reporting
  • Preparation of certain bank and investment reconciliations
