    STORMWATER PERMITS

    In order to ensure that proposed developments will not impact downstream developments with stormwater runoff, the City of Asheville requires that some developments obtain stormwater permits. These developments must retain additional stormwater runoff on their property to reduce impact on adjacent properties.

    A stormwater permit is required when: (1) the amount of disturbed area equals or exceeds five acres, (2) the proposed impervious area equals or exceeds 50 percent of the development property, or (3) 5,000 square feet or more of impervious surface is being added to an existing development. Depending on the type of development proposed, complete the stormwater section of the City of Asheville Commercial Permit Application (requires Adobe Reader). Three sets of grading plans must be completed by a professional civil engineer and submitted for review with permit application.

    Stormwater Permit Fees

    When submitting the City of Asheville permit application, please include the processing fee that applies to your development. The fee is dependent on the following levels of development:

    • level I: $600.00
    • level II: $680.00
    • level III: $880.00

    After the stormwater review has been completed and the plans are approved, a permit package will be issued so that stormwater construction can begin.

    During the storm water construction process, there will be periodic inspections to ensure that the storm water pipes and structures are being constructed as designed.
