    Project Construction and Inspection 

    Stormwater construction can only be performed by a North Carolina licensed contractor. Once construction begins, the Stormwater Services Division construction inspectors will periodically inspect the project to ensure that the drain lines and structures are being constructed as designed and as to the Standard Details and Specifications.  Upon construction completion, the developer, engineer and contractor are required to complete the project close-out procedure before a final inspection can be done.

    Project Close-out Procedure

    In order to obtain final approval of a storm water project and to authorize the Development Services Center to issue for  the Certificate of Occupancy, Stormwater Services Division's office needs to receive the following documents:

    1. Certificates of Completion
    2. Recorded Inspection Maintenance Agreement Documents for projects that have storm retention (select document as applies).
    3. Steep Slope Stability Certification for projects sites that have met certain criteria, determined during initial storm water plan review.
    4. Stormwater and Grading Temporary Certificate of Occupancy
    5. AutoCAD Record/As-built Drawing File on CDROM and Sealed Paper Copy (see Storm Drainage and Stormwater As-built Specifications)

    Stormwater and Grading Requirements to Receive Temporary Certificate of Occupancy

    In the case that your project is unable to meet all the City's requirements to obtain a Certificate of Occupancy (CO) within your planned time frame, it is possible to receive a Temporary Certificate of Occupancy (TCO). The following list only the stormwater and grading requirements needed and you will still have to fullfil other City requirements to receive the TCO:
