The Planning and Development Department (and other departments as applicable) reviews all plats that create new lots or change the property lines between existing lots. These project types include minor subdivisions, major subdivisions, recombinations, and subdivision modifications.

Minor Subdivision
Minor subdivisions are reviewed by staff within 10 working days of a complete application submittal. A complete application consists of the application, application fee and 3 paper copies of the proposed plat, which must be drawn by a professional land surveyor. Applications may be submitted on the fifth floor of Asheville City Hall.
A copy of the proposed plat will be sent to the water department and to the Metropolitan Sewerage District for preliminary comment on availability of services. Staff will review the proposed lots for zoning compliance and if necessary, contact the surveyor for changes to the plat. The surveyor will bring the final plat for signature and then the plat can be recorded in the Buncombe County Register of Deeds.
Major Subdivision
Preliminary Plat Review
The preliminary plat of a proposed major subdivision is reviewed by the Technical Review Committee (TRC) for compliance with subdivision and all other existing applicable regulations. Proposed major subdivisions consisting of 50 or more lots are then reviewed by the Planning and Zoning Commission and the Asheville City Council at public meetings. A pre-application conference with the Technical Review Manager or designee is required prior to acceptance of an application for major subdivision.
Final Plat Review
The final plat of a major subdivision is reviewed by the TRC for conformity with the approved preliminary plat. Substantial changes from the preliminary plat will require an additional review by TRC and/or the Planning and Zoning Commission and Asheville City Council. Provided the final plat is complete, and no further review is determined to be required, final plat will be approved or disapproved the within ten working days of receipt of the plat. Following final plat approval, the applicant shall record the plat for a major subdivision.
Public Notification Requirements
The City of Asheville is required to file a public notice when an application and preliminary plat for major subdivision approval is received. This notice includes a brief description of the major subdivision proposed, the time, date, and place at which the request will be considered, and when and where comments will be received concerning the proposed subdivision. The notice is published in the Asheville Citizen-Times, mailed to the owners of any property located within 200 feet of the subject property and posted on a sign on the subject property at least ten days before the date of each public meeting at which the request is to be considered.
Recombination
Recombinations are reviewed by staff within 10 working days of a complete application submittable. A complete application consists of the application, application fee and 3 paper copies of the proposed plat, which must be drawn by a professional land surveyor. Subdivision Modification
A subdivision modification is a request to change the subdivision standards that are required by the Unified Development Ordinance. Subdivision modifications are heard by the Technical Review Committee at a public meeting.
