    Grading & Erosion Control Review

    The Stormwater Services Division of the Public Works Department reviews and approves grading and erosion control plans within the city of Asheville's corporate limits. The division reviews sketches and plans when a development is required to apply for a grading permit.

    Plan Review

    After the grading application is submitted along with a sketch or required set of plans. If the disturbed area is 10,000 square feet or larger, a design profesional is required to complete the grading and erosion control plans and calculations by using the guidelines in Section 4, Soil Erosion and Sedimentation Control of the Standard Details and Specifications manual, NCDENR's Stormwater Best Management Practices manual and the Unified Development Ordinance (UDO) section7-12-2. Also, use the following checklists to make sure the plans contain all the required items:

    Once the submittal is received by the City of Asheville, city staff will thoroughly review it to ensure the design meets the city's criteria. If needed, staff will send the engineer a review comment letter listing items that need to be revised to meet the criteria. If a revised plan submittal is not required, the engineer will be sent the permit package. 

    Revised Plan Review

    If a revised plan submittal is required please include with it one of the following forms, depending on the level of proposed development project:

    After the grading and erosion control review has been completed and the plans are approved, a permit package will be issued so that erosion control measures can be installed and then the grading can begin. To receive the permit package by e-mail, complete the Request to Receive Approved Grading/Erosion and/or Driveway Permits by E-mail form (requires Adobe Reader) and include it with the permit application. Please read the terms and conditions listed on the form to determine eligibility to receive package by e-mail.

    During the grading and construction process, there will be periodic grading & erosion control inspections to check that the erosion control measures are being maintained.
