Outside Agency Funding

The City of Asheville announces the availability of funding through 2012-2013 Outside Agency Program. Click here for a copy of the Application.

Grant applications will be accepted until 5 p.m. on May 1, 2012. Applications will be reviewed by staff and presented to the Housing and Community Development Committee on May 10, 2012. The Housing and Community Development Committee will make recommendations for funding to the Asheville City Council.

The applications will be reviewed in light of the following:

  • Does the agency act directly on behalf of the city, or perform an essential city function that the city would otherwise need to perform?
  • Do the agency's activities directly advance the city's current Strategic Goals?
  • Does the agency directly work to support after-school or other activities directly affecting child welfare?
  • Does the agency need city funding to deliver the service?

Community Development Block Grant (CDBG)

CDBG is a federal grant program through Housing and Urban Development (HUD) proving grant funds for a variety of projects and programs that serve Low and Moderate income residents or eliminate slum and blight.

Home Investment Partnerships Program (HOME)

Home Investment Partnerships Program (HOME) is a federal grant program through Housing and Urban Development (HUD) providing grant funds on a reimbursable basis to provide decent affordable housing to low-income households, expand the capacity of nonprofit housing providers, strengthen the ability of state and local governments to provide housing, and leverage private-sector participation.

Affordable Housing Fee Rebate Program

The City of Asheville's Fee Rebate Program provides a rebate of approximately 50% of building permit, water connection and sewer facility fees associated with the construction of new affordable housing. Depending on the size and design of the unit, the rebate may be as much as $2,000. Homeless Prevention & Rapid Re-Housing Funds (HPRP)

Through the American Recovery & Reinvestment Act, $1.5 billion in Homeless Prevention and Rapid Re-Housing funds (HPRP) have been made available to communities across the country. Sub-grantees – agencies in the community – will be invited to apply for the funds based on guidelines provided by HUD and Asheville’s Community Development office.

Housing Trust Fund

The City of Asheville's Housing Trust Fund was created in 2000, to provide a source of local funding to assist in the development of affordable housing in Asheville. Assistance is available in the form of repayable loans at a low rate of interest.

Continuum of Care Grant (CoC)

The Department of Housing and Urban Development Continuum of Care (CoC) Grant funds housing and services for people who are experiencing homelessness.

Outside Agency Grant Program Funds

The Outside Agency program provides funding for non-profit organizations providing services to Asheville residents. Available funding and funding priorities are determined annually by the Asheville City Council.
